But it is unlikely they were fighting against ‘the Government’. Basically, the Battle of Mosul was fought between ISIL on one side, and the combined forces of the Iraq Government, Kurdish forces, NATO forces (Iraq being situated in the North Atlantic, of course), and Australia.
