Engineering Management and Tech Leadership are two different disciplines with different skillsets.

Offhand, from a non-expert, I'd say the skill sets (or social/personal characteristics) of the two roles differ. May be possible to roll them all into a single person but often effective to split the necessary functions to two roles.
